Some servers place bans that require a "voucher" of good behavior from another server to be appealed.

Servers that place voucher bans are ones which sometimes require a banned player to provide a voucher for their appeal to be considered. Servers that offer vouchers are ones which are sometimes willing to provide their players with vouchers. Servers that accept vouchers are ones which place voucher bans or would take a voucher into consideration, even if they do not require it for any bans.
